In the context of economic globalization and digital transformation, international trade and cross-border investments are becoming increasingly frequent, leading to explosive growth in multinational and cross-disciplinary legal affairs. To adapt to the rapidly changing market environment and meet the diversified needs of clients, Jingshi Law Firm is committed to establishing a more efficient global management and collaborative development system. On the afternoon of February 14, 2025, the Breaking Barriers and Going Global! Seminar on the International Development and Overseas Business Expansion of Jingshi Law Firm & First 2025 Working Conference of Jingshi Law Firm International Cooperation Committee" was successfully held.

会议由京师律所国际合作委员会主任黄露娟主持。她首先从境外合作办公室布局情况、涉外律师人数、涉外工作建设、京师律所国际合作委员会的工作成果及合作情况切入，介绍了目前京师律所国际化建设的概况与主要成果，并向大家传达了本次会议的背景、目标和意义。她表示，在律所高质量发展的进程中，京师国际化建设的步伐更大、海外布局增速更快。希望大家在会议中畅所欲言，围绕涉外业务及布局的重点、难点及痛点进行探析，寻找国际化发展的突破路径，共同推动律所涉外法律服务在新的时代语境下焕发更强活力。
The conference was chaired by Huang Lujuan, Director of the International Cooperation Committee. She began by outlining the status of Jingshi Law Firm’s internationalization efforts, including the layout of overseas cooperation offices, the number of international lawyers, achievements in overseas operations, and the committee’s collaborative outcomes. She emphasized the accelerated pace of global expansion amid the firm’s high-quality development and encouraged participants to openly discuss challenges and opportunities in overseas business and strategic positioning, aiming to identify breakthrough paths for international growth and invigorate cross-border legal services in the new era.

Yang Jianhua delivered the opening remarks, discussing the strategic development model of overseas cooperation offices and analyzing global trends in legal service supply and demand. He highlighted Jingshi’s progress in international collaboration and outlined the firm’s goal to extend high-quality services to over 190 countries and regions through regional resource integration. Citing case studies, he stressed the importance of understanding international dynamics and local economic conditions to upgrade legal services and support Chinese enterprises in global expansion.

随后，在场境外合作办公室主任、筹建负责人分别围绕各自办公室的建设情况、业务特色及建设规划进行了深入介绍。同时结合典型案例与经验成果，在跨国贸易、法律服务需求、涉外品牌建设、外交政策学习解读、优质合作伙伴的甄选等方面提出诸多切实可行的发展建议。
Representatives from overseas cooperation offices and preparatory offices shared updates on their office setups, specialized services, and development plans. They also proposed recommendations on cross-border trade, legal service demands, brand building, policy interpretation, and partner selection.

京师律所欧洲区域中心（筹）执行主任卢辉在发言中介绍了自己的执业经历以及在海外办公机构建设过程中遇到的困难和挑战，随后他针对欧洲区域各个国家的法律服务市场需求、法商服务模式以及涉外核心团队建设等方面分享了经验。他表示，在欧洲区域开展法律服务时，律所需根据不同地区的市场特点，制定差异化的服务策略。例如，西欧国家如英国、法国等因其成熟的经济体系和规范的法律环境，对高端法律服务需求较为旺盛。律所应积极打通交流壁垒，积极与当地政府、使领馆进行沟通，在当地打响专业服务品牌，希望今后能够与京师同仁携手实现欧洲区域中心的繁荣，利用数字化工具与客户、与总部实现信息即时互通，护航涉外法律服务事业提质增效。

He emphasized tailoring strategies to regional characteristics, such as leveraging high-end service demand in Western Europe (e.g., the UK and France) and collaborating with local governments and embassies to build professional credibility. He advocated for digital tools to enhance real-time communication between clients and headquarters, ensuring efficient and high-quality cross-border legal services.

京师律所国际合作委员会主任黄露娟对京师律所未来国际化建设要点进行了归纳。她表示，选择本国合作伙伴是至关重要的环节，在拓展伙伴关系的基础上方能进行法律业务拓展，将“走出去”“引进来”相融合，增强我国企业出海以及外国企业入境发展的双重信心，帮助东道国企业与国内资源紧密对接。在合作模式方面，她指出，京师正努力实现全球布局模式从1.0至3.0的转变，即从战略合作到授权成立境外办公机构再到发展区域中心的一系列跨越。最后，她着重强调了“legal+”和“一站式”法律服务两大思路，为京师涉外服务体系升级提供了有益借鉴。
Huang Lujuan outlined future priorities for internationalization and stressed the importance of selecting local partners and integrating “going global” with “bringing in” strategies, strengthening the connection between foreign counties and China. As for partnership pattern, she highlighted the transition from strategic partnerships to authorized overseas offices and regional headquarters, proposing upgrades to the “legal+” and “one-stop” service models.

京师律所执行副主任李勤围绕律所海外合作模式进行了阐述。她表示，律所海外分支机构应在筹建阶段增强自身的优势和实力，在与当地机构合作过程中，应全盘参与和把握建设方略及业务走向，一是有利于把握并主导当地律师服务节奏，进而切实提升涉外服务质量；二是能够增加客户的粘性，体现自身业务价值，综合提升与客户端、合作伙伴端“双端话语权”；三是有助于打造高质量的法律服务队伍，为开拓更宽领域的业务输入新生力量。她表示，希望京师境外合作办公室负责人以长期主义精神投身涉外业务，不拘于阶段性收益，立足于发展全局，为京师高质量发展增速赋能。
Li Qin elaborated on overseas cooperation pattern, urging branch offices to strengthen self-advantages, participate in legal service from beginning to the end and determine the direction of development while cooperating with local law firm. To be precise, branch offices should lead local lawyers during legal service, improving serving qualities. Second, branch offices also need to reinforce the bond with clients, increasing marketing powers. Third, branch offices must build high-quality legal service team, providing expertise for enlarging oversea business. Last but not the least, she emphasized long-term commitment over short-term gains to enhance service quality, client loyalty, and talent development.

He will pledge to leverage Beijing Normal University’s Center for International Legal Studies to cultivate globally minded legal talents and utilize cutting-edge technologies to elevate Jingshi’s international brand in the future.

Fu Qingang, head of the Beijing Law Firm Dubai Cooperation Office in the UAE, introduced the progress of the Dubai office at the conference, and shared his experience on the characteristic development of the overseas cooperation office in combination with the specific situation of the Middle East region. He suggested that the overseas cooperation office and the domestic branch should establish a linkage and interaction mechanism as soon as possible, effectively integrate the professional advantages and resource accumulation of the domestic and foreign sides and better provide customers with one-stop services.
